Strategic Crime Analysis

Course Description

This two-day course is designed to provide law enforcement personnel with an introduction to the basic principles of crime analysis with a focus on strategic crime analysis and crime mapping. The first day of the course will focus on:  1) an overview crime analysis;  2) the role of a Crime Analyst:  3) an introduction to the National Incident-Based Reporting System (NIBRS);  4)  use of the Vermont Crime On-Line software;  5) the methodology of crime analysis; and 5) crime analysis reporting products.  The second day of the course, which will be scheduled approximately one month after the initial class, will provide participants with an opportunity for practical application of their crime analysis skills by participating in a crime analysis workshop.  During the interim between the two classes students will choose and conduct a crime analysis project of interest to their agency. The workshop segment of the course will provide an opportunity for students to present and discuss their crime reports.  Following the workshop, students will receive mapping training using the Vermont Crime On-Line Mapping product.  Students will learn how to construct pin maps, hot spot maps, and thematic maps.  The final topic of the course will focus on developing a Crime Analysis program at an agency.

Fraudulent Document Recognition

Course description: Identity theft and fraud are a growing concern in every jurisdiction. Year after year, the statistics prove that criminal activity involving fraud and identity theft have increased at alarming rates. With this and the mounting threat of terrorism, it is essential that every law enforcement officer must know if the document in hand is valid or counterfeit. This intense 8-hour fraudulent document recognition training course is designed for just that. Learn to authenticate a document in seconds...when it counts. This training session will help you learn to authenticate documents from any jurisdiction. Covered in this training will be the security features found in driver's licenses, non-driver ID cards, immigration documents, Social Security cards, motor vehicle documents, birth certificates and foreign identification. The training will also cover advanced techniques of document authentication using UV light, microscopes, mag loupes and many other techniques. The course is being taught by Captain Drew Bloom, the Chief Inspector of the Vermont Department of Motor Vehicles Investigations Division. Drew is a 15 year veteran police officer and has spent many years investigating identity theft related crimes.

This course will cover a variety of interviewing techniques which includes the use of an interview form, behavioral observation questions and several methods to aid memory recall during the interviewing stage.  The cognitive interview process will be one of the methods demonstrated.  The study of kinesics (non-verbal behavior) will be covered in this course and students will learn how to establish an individual's "kinesic norm."  The course will provide students with a systematic approach to the interrogation process, including the use of analogies.  Course material includes case studies of actual criminal investigations including homicides.

The instructor is retired Captain Kevin J. Anderson of the Vermont State Police.  Captain Anderson is a 28 year veteran in Vermont Law Enforcement.  During his career, he spent 12 years working as a full-time Polygraph Examiner and Detective Sergeant with the State Police Bureau of Criminal Investigation.  Captain Anderson has taught Interview and Interrogation at the Vermont Police Academy, Canadian Police College and the New Hampshire Police Academy.

Physical evidence is not subjective.  It does not lie, forget, or distort.

Thorough crime scene investigation is vitally important to effective law enforcement.  The purpose of this course of instruction is to provide police officers with instruction on the awareness, documentation, preservation and collection of physical evidence and basic crime scene processing procedures.

The course will cover information outlined in the Physical Evidence Handbook published by the Vermont Forensic Laboratory, as well as, other information obtained from training aids and hands on practical exercises.

By the end of the class, each officer will have to demonstrate that they can perform a number of skills, to include, dust for and lift developed latent prints, swab for biological collection purposes, make a cast of a tool/tool mark impression, and make a tire and/or foot wear impression using dental stone.

NOTE: This is a “hands-on” training.  Trainees should wear appropriate clothing that they do not mind possibly getting dirty.  Trainees will also be going outside and thus should prepare to dress accordingly.

Fingerprints offer an infallible means of personal identification.  The are used for identification of a person, background checks for employment, documenting criminal records, creating investigative leads and tying suspects to evidence or crime scenes. 

This course is designed to train police officers to properly roll legible fingerprints.  It also provides police officers with the necessary certification to obtain fingerprints from minors as required by statute.  This certification is valid for three years.  See Fingerprint Re-certification for how to get re-certified once certification expires. 

This course has been designed by Vermont Criminal Information Center- Identification Section and includes:

·        An overview of basic fingerprinting classification;

·        The procedure of taking prints;

·        Officer safety while printing;

·        How to properly fill out required fingerprint cards; and

·        The life of a fingerprint card.

All students will practice rolling fingerprints under the supervision of the trainers. 

Rolling a quality set of fingerprint impressions and the successful completion of a written examination at the conclusion of the course are required for certification.

Fingerprinting Re-certification

Officers are required by State statute to be re-certified every 3 years to take prints of minors. This course meets this requirement. VCIC has eliminated the mailing in of fingerprint cards for re-certification and are requiring officers to roll fingerprints in the presence of their certifying official. VCIC will also conduct familiarization with the AFIS system at this training. Certification cards will be issued upon successful completion of classifiable prints.
